Convert your Over-the-Counter building permit application to In-House Review

Follow these instructions to convert your paper Over-the-Counter form 8 building permit application to a digital In-House Review form 3.

Applicants may be required to convert a paper Over-the-Counter form 8 building permit application to a digital In-House Review form 3 application at any time.

You do not need to fill-out a new building permit application form. 

There is no fee for converting your paper form 8 to a digital form 3.

Scan your documents

Scan your documents into a digital format. 

Be sure to include:

  • The original Over-the-Counter form 8 building permit application with approvals - front and back
  • The original plan set with any approval stamps, comments, mark-ups and signatures

The In-House Review step-by-step guide will help you identify what additional information and forms you may need to include with your submission.  

Be sure to note your original building permit application number on the digital submission form and submit scanned copies of the original documents featuring the City's review comments, signatures and stamps.

Do not submit a new form 3 application or a fresh, unmarked copy of your original Over-the-Counter form 8 application and/or supporting documents. Doing so will cause your project  to be reviewed again by all the permit review stations to compare them with the original scanned documents.

Do not withdraw your original permit application.
