Sarah Rochelle Montoya is a mother of three, hospital chaplain, union member, and longtime community advocate who has called San Francisco home for more than 18 years. She brings a strong background in spiritual care, social-emotional learning, and grassroots organizing to her role on the Human Rights Commission.

Sarah has served as a chaplain in both pediatric and adult hospital settings, providing emotional and spiritual support to families during life’s most vulnerable moments. Her work is grounded in a deep belief in equity, healing, and the inherent dignity of every individual.

Outside of healthcare, Sarah has led parent advocacy efforts, organized around education policy, and worked to strengthen civic engagement in marginalized communities. As a union member and former nonprofit leader, she is committed to labor rights, racial justice, and inclusive public policy.

Sarah is proud to raise her family in San Francisco and remains deeply connected to the city’s diverse communities. She is honored to serve on the Human Rights Commission, where she works to ensure that San Francisco lives up to its values of compassion, fairness, and justice for all.
