Clarissa Wan (FY23-24)

From Clarissa's supervisor, Matthew Freiberg:

Clarissa joined SFPUC’s financial planning team last year, a novice in the utility space and in the tools of our trade, but equipped with an endless supply of enthusiasm and work ethic. Over the last year, our team and those around us have watched her develop into a full fledged member of our team. Under difficult situations where our team had a few key departures, Clarissa stepped up and lead multiple key initiatives, including the development of a new financial model for the Port, being the main point of contact coordinating ~$23 million in state grant money, and serving as the driving force behind a process documentation and standardization effort that will benefit our team for years to come. We are exceptionally fortunate to have Clarissa as part of our team and excited to celebrate her accomplishments along with the other fellows today.

Alisha Singh (FY23-24)

From Alisha's supervisor, Heather Littleton:

Alisha worked on the implementation of a March 2024 ordinance (55-24) passed by the Board of Supervisors directing the Controller’s Office to issue new policies, reports, and tools to guide the City’s monitoring of nonprofit contractors. Alisha worked alongside senior analysts and project managers to publish a report with recommendations for how the City should improve public reporting about nonprofit contracting. Alisha also helped develop an array of new webpages, and web-based tools to support departments, nonprofits, policy makers and community members with accessing and understanding information on nonprofit contracting. This includes a set of interactive dashboards that use data from the City’s financial system to show spending on nonprofit contracts over time. This work will enhance the oversight and management of the $1.5 billion in nonprofit contracting we do as a City each year.

Gisele de Araujo (FY24-25)

From Gisele's supervisor, Nikolai Sklaroff:

Gisele’s work on updating the SFPUC’s Debt Management Policies and Green Bond Reports has been invaluable. Our lean team manages over $11 billion in borrowing across three enterprises with another $10 billion of additional borrowing over the next ten years. Given the growth in our capital financing needs and recent market dynamics, we tasked Gisele with leading the charge to update our debt management policies. Gisele quickly got up to speed on the complex and highly technical world of public finance. She took the initiative in correlating best practices to our existing policies and let much of the work necessary to help us identify what needed to be updated and how to move forward. At the same time, working collaboratively with other members of the team, Gisele led the effort to update our annual green bond reports. With over $5 billion in Green Bond issuances, the SFPUC is among the largest issuers of municipal green bonds in the nation and our green bond reports provide key information on how our bond proceeds are expended. Throughout these special projects, Gisele has participated in live financing transactions, help to review legal and financial documents to support key transactions. Gisele has been a valuable member of the team.

Harmony Bulloch (FY22-23) and Neva Legallet (FY23-24)

From Jefferey Hom, Harmony's and Neva's supervisor:

Legislation was introduced that would require retail pharmacies in San Francisco to stock buprenorphine, one of the three FDA-approved medications for opioid use disorder. We believe this is the first-of-its-kind legislation in the country. Neva was instrumental in developing this policy, including collecting the data cited in the bill and the below press release. And it builds upon the naloxone ordinance that Harmony helped develop the year prior. Your Fellows are wonderful and have contributed immensely to this critical work. We're so thrilled to be able to work and learn with them.
