San Francisco Child Care Planning and Advisory Council (CPAC) committees and workgroups

The Council meets once a month hosting presentations and discussions focusing on early care and education and advancing CPAC's Policy Platform. Much of the work of the Council takes place in the Workgroups and Committees below.

Membership Committee

The Membership Committee works to vet membership applications, collaborates with the SF Board of Education and the Board of Supervisors to seat qualified members, and ensure effective members onboarding and engagement.

Workforce Workgroup

The Workforce Workgroup plays a leadership role on behalf of CPAC by advocating for, designing, and implementing a citywide system that ensures San Francisco’s early care and education workforce has the resources and skills necessary to provide the highest quality care possible to San Francisco’s children and families

Legislative and Public Policy Workgroup

The Legislative & Public Policy Workgroup monitors, reviews, analyzes, and makes recommendations to CPAC about any proposed legislation or public policy related to early care and education that may impact families in San Francisco.

  • Meetings: 1st Wednesday of every month, 9:30am to 10:30am

Title 5 Contractor’s Workgroup

The CDE/CDSS Contractor’s Workgroup is comprised of the California Department of Education and California Department of Social Title 5 contractors participating in San Francisco’s Individualized Child Care Subsidy Pilot Project. The Committee is charged with problem-solving and planning for the stabilization of subsidized child care for San Francisco.

  • Meetings: 2nd Thursday of every month, 3:00pm to 4:30pm

Black Children and Families Workgroup

The Black Children and Families Workgroup studies and analyzes how current systems reinforce racism and impact children, families and educators and makes funding, policy and programmatic recommendations.

Unidos for ECE Alliance Workgroup

The Unidos for ECE Alliance advances equity and kindergarten readiness for Latinx children by raising awareness, driving policy change, and strengthening community leadership. Through advocacy, education, and collaboration, we work to dismantle systemic barriers, close opportunity gaps, and ensure all Latine children have equitable access to high-quality early learning experiences. We welcome and partner with allies committed to educational justice and equity.

  • Meetings: 1st Monday of every month, 2:00pm to 2:00pm

Executive Committee

Consists of the Chairperson,1st Vice-Chairperson, 2nd Vice- Chairperson, Secretary, Treasurer and the Chairperson of each Committee/Workgroup. The Committee may act on urgent matters between regularly-scheduled meetings of the full Council. They assist the Chair in making appointments of members to fill vacancies and Committee Chairs subject to the approval of the Council.
