RFP 103 - Gender-Based Violence Economic Stabilization

The Agency for Human Rights (AHR), through its Department on the Status of Women (DOSW), seeks qualified nonprofit organizations or eligible collaboratives to implement an economic stabilization program for survivors of violence in San Francisco. This RFP funds guaranteed income and needs-based microgrant programming, together with participant orientation, benefits protection coordination, resource navigation, and reporting. Applicants may propose an integrated model that includes both guaranteed income and microgrants, or a scoped model emphasizing one component. Funded programs must be trauma-informed, culturally responsive, and low-barrier, and must prioritize survivors who are connected to San Francisco by residence, work, or services and who are very low-income or low-income.

Anticipated Grant Term

One year, beginning January 21, 2027 and ending January 20, 2028, with up to two additional one-year option terms at the sole discretion of the Agency for Human Rights, for a maximum total term of three years.

Anticipated Grant Budget

AHR anticipates up to two awards of approximately $150,000 each. The total not-to-exceed amount is $600,000 across all awards over the full term, allowing for later funding increases subject to availability and required City approvals. AHR may make fewer awards or no award. Option-year funding is subject to appropriation.
