Workforce Development DivisionThe Office of Economic and Workforce Development (OEWD) is issuing Request for Proposals (RFP) 235 to solicit proposals from qualified suppliers to provide services across multiple distinct program areas within OEWD’s Workforce Development Division (WDD). Awards under this RFP may be made through grant agreements and/or professional services contracts, depending on the program area.

The total funding anticipated for initial awards is $23,835,000 across all program areas. Individual contract awards are expected to range from $6,250 to $3,250,000 per year, depending on the program area. Initial contract terms will vary by program area and are anticipated to be between one (1) and four (4) years, with the possibility of extensions through June 2032, contingent upon performance and funding availability.
Grant awards are anticipated to begin July 1, 2026, or later.

- Deadline for submission of written questions: Friday, March 13, 2025 5:00 P.M. PST
- Answers to written questions posted online: Tuesday, March 17, 2026
- Initial posting: Tuesday, March 3, 2026
- Final posting: Tuesday, March 17, 2026
- Proposals due: Monday, March 23, 2026 at 12:00 P.M. PST
- Grantee selection and award notification: Monday, April 20, 2026
- Protest period ends: 3 business days following award notification
- Projects begin: July 1, 2026 or later

The deadline to submit substantive questions is Friday, March 13, 2026, by 5:00 PM PST. Substantive questions are those that seek clarification regarding the RFP requirements, program expectations, or administrative processes.
Applicants may continue to submit technical questions (e.g., “How do I complete the application?”) to oewd.procurement@sfgov.org up until the proposal submission deadline. Technical questions will be addressed as soon as possible.
To ensure transparency and equitable access to information, all questions must be submitted in writing. Responses to all substantive questions received by the deadline will be compiled and made available for download in the Documents section below, for the benefit of all applicants.

Technical Assistance
OEWD will host an optional online Technical Assistance Conference via Zoom on Monday, March 2, 2025, at 2:00 P.M. PST to assist applicants in determining the eligibility of proposed projects, completing the proposal package, and navigating City requirements.
