Office of Economic and Workforce DevelopmentThe Office of Economic and Workforce Development (OEWD) is issuing the Request for Qualifications (RFQ) 100 to create a Prequalified Pool of vendors that are eligible for potential negotiations to provide services to the City of San Francisco (City) on an as-needed basis in four distinct areas under three OEWD Divisions through Professional Services Contracts (Contract).
Program Areas
The OEWD Divisions seek services as follows:
Office of Small Business (OSB)
Area A: Design Services for Small Businesses
Community Economic Development (CED)
Area B: Community Benefit District – Technical Support (Professional Services Contract)
Business Development
Area C: Museum Sustainability Consulting
Area D: Major SF Arts & Innovation Conference/Festival Design
The total amount of funding anticipated for the initial contract awards is $2,300,000 across all program areas, with individual awards ranging from $40,625 to $200,000 per year, depending on the program area. The initial contractual term is to be determined at the time of Contract award based on the City’s business needs but shall not exceed ten (10) years, contingent upon performance and funding availability.
The Contracts are anticipated to begin July 1, 2026, or later.

- Technical Assistance Conference (attendance optional): Tuesday, June 2, 2026, 2:00 PM PDT
- Dedline for submission of written questions*: Tuesday, June 2, 2026, by 5:00 PM PDT
- Answers to written questions* posted online: Wednesday June 3, 2026, 5:00 PM PDT
- Proposals due: Monday, June 15, 2026, 12:00 PM PDT
- Applicant Prequalified Pool selection and notification: Tuesday, June 30, 2026
- Protest period ends: Wednesday, July 8, 2026, 5:00 PM PDT
- Project begins: July 1, 2026, or later

The deadline to submit substantive questions about this RFQ is Tuesday, June 2, 2026, by 5:00 PM PDT .
Substantive questions submitted should seek to clarify expectations about the RFQ or administrative processes. However, technical questions may be submitted at any time up until the submission deadline.
To ensure full transparency and allow all applicants to benefit from Departmental guidance, questions must be submitted in writing. Responses to all questions received by the deadline will be available for download in the Documents and Resources section below.
