The bylaws define the Commission's authority and rules of order, including governance, composition, maintaining the Commission, officers/staff, attendance, open and public meetings, closed meetings, agendas, meeting organization/proceedings, voting, recording meetings/public records, adoption and amending the Commission's rules of order, and suspension of the Commission's rules of order.

JPD's publicly available data portal provides annual statistics—some dating as far back as 2018—on many aspects of San Francisco’s juvenile justice system. The dashboards, which are updated annually, allow users to explore and compare metrics over time, including demographic data regarding gender, race/ethnicity, and age.

The City Attorney’s Office Good Government Guide offers a usable, accessible overview of major laws governing public meetings, public records, conflicts-of-interest, and financial reporting requirements for city officials. It is regularly updated, on an as-needed basis, to promptly reflect changes in relevant law.

The Board of State and Community Corrections has compiled secure facility regulations on it's web site, including the most up to date versions of Title 15 Minimum Standards For Juvenile Facilities (operations) and Title 24 Minimum Standards For Juvenile Facilities (building standards).

Prison Rape Elimination Act (PREA)

On September 4, 2003, President George W. Bush signed into law the Prison Rape Elimination Act (PREA) of 2003 (P.L. 108-79). The goal of PREA is to eradicate prisoner rape in all types of correctional facilities in this country, including secure juvenile facilities.

State laws governing juvenile justice and child welfare are codified in Division 2 of the California Welfare & Institutions Code (WIC), which covers a range of health and social services.

DJJ Realignment

In 2020, Governor Gavin Newsom signed legislation to close California's youth prison system, the Division of Juvenile Justice (DJJ), and realign responsibilities for the care, custody, and supervision of young people who were previously eligible for DJJ to the counties. As part of DJJ Realignment, each county must form a subcommittee of their local Juvenile Justice Coordinating Council to create a plan for how the county will provide care for the realignment population, and submit this plan annually to the Office of Youth and Community Restoration.
