Patrick Mulligan was appointed Director of the Office of Labor Standards Enforcement (OLSE) in April 2016 by Mayor Ed Lee. The OLSE advances the welfare of San Francisco’s workers through the enforcement of labor laws, proactive public education, and high-quality public service.  

Prior to OLSE, Pat served in the Office of Economic and Workforce Development as the Director of CityBuild, where he oversaw San Francisco’s Local Hire Ordinance and the First Source Hiring Program. While at CityBuild, Pat was also responsible for monitoring the compliance of both Federal and former Redevelopment

Pat has over 30 years of experience in the labor and construction fields and has served as the Financial Secretary of Carpenters Local 22
