Katherine Weinstein Miller

Katy Weinstein Miller is the Chief Probation Officer of the San Francisco Juvenile Probation Department, where she has served since January 2020. In this capacity, she is responsible for oversight of the City’s probation services for youth involved in our juvenile justice system. Chief Miller is also responsible for the operation of Juvenile Hall and the Secure Youth Treatment Facility, San Francisco’s secure residential facilities for juveniles located in the Juvenile Justice Center.
Chief Miller has spent over 25 years working in the service of youth and justice-involved individuals, including representing youth as an attorney, and leading juvenile and criminal justice reform efforts. Chief Miller was appointed to her current role following 12 years at the San Francisco District Attorney’s Office, where she served as Chief of Programs and Initiatives, leading policy and program development for the DA’s alternative justice programs and strategies. In this capacity, she oversaw the DA’s Juvenile, Mental Health and Alternative Courts Units, and implemented nationally recognized programs including Make it Right - restorative juvenile justice diversion; Young Adult Court - an innovative model for 18-25-year-olds charged with serious and violent cases; and Neighborhood Courts - community-driven case resolution model. She is a past member of Columbia University Justice Lab’s Emerging Adult Justice Learning Community and the San Francisco’s Bar Association Criminal Justice Task Force, and a current member of Youth Correctional Leaders for Justice.
Prior to joining the DA's Office, Chief Miller worked at both the San Francisco Mayor's Office of Criminal Justice and the Delancey Street Foundation on a major initiative to reform San Francisco’s juvenile justice system, including the development of the City’s Community Assessment and Referral Center (CARC) - a national model for diverting youth from juvenile court. In her early days as a lawyer, Chief Miller represented children as a deputy public defender at the San Diego Public Defender's Office.
