Mayor Lurie Appoints City Leaders to Key Civic Bodies

SAN FRANCISCO – Mayor Daniel Lurie today announced nine new appointments and two reappointments to five city commissions, councils, and committees. The appointees will serve on the South of Market Community Planning Advisory Committee, Arts Commission, Mayor’s Disability Council, and Transbay Citizens Advisory Committee, bringing experience across the public, private, and nonprofit sectors.

Mayor Lurie appointed Rich Dillon, Fernando Enciso-Marquez, Mark Johnson, Paige Reeve, and Gina Mariko Rosales to the South of Market Community Planning Advisory Committee and reappointed Alejandro “Lex” Montiel. He appointed Randi Fisher to the Arts Commission and reappointed Debra Walker. He also appointed M Eilo to the Mayor’s Disability Council and Patrick Kelly to the Transbay Citizens Advisory Committee.

South of Market (SoMa) Community Planning Advisory Committee 

Rich Dillon (new appointment) is senior associate director of major gifts at Northwestern University, where he directs regional fundraising strategy. He previously held a leadership role at the University of San Francisco. Dillon holds a master’s degree in higher education administration and policy from Northwestern University and a bachelor’s degree in political science from Loyola University Chicago.

Fernando Enciso-Marquez (new appointment) is associate director of community relations at the University of California, San Francisco. He serves on the Mission Bay Citizens Advisory Committee and the board of Galería de la Raza. Previously, he served as program manager for San Francisco’s Community Ambassadors Program. A native San Franciscan and ten-year SoMa resident, he was selected as a 2025 Leadership San Francisco fellow through the San Francisco Chamber of Commerce. Enciso-Marquez holds a master’s degree in public administration from the University of San Francisco.

Mark Johnson (new appointment) is a moonshot philosopher at Alphabet’s X and serves on the boards of Flowhub and the Foundation for American Innovation. He previously served as chief technology officer at Gallup, CEO of GrainBridge, co-founder and CEO of Descartes Labs, and CEO of Zite. A San Francisco resident since 2005, Johnson studied philosophy at Stanford University.

Alejandro "Lex" Montiel (reappointment) is the founder of Taldea Contractors and an associate with Coldwell Banker Commercial Northern California. He has owned and operated the SF Eagle, a designated San Francisco landmark, since 2012 and serves as treasurer of Friends of Eagle Plaza. Montiel has lived and worked in SoMa for 15 years and has served on the SoMa Community Planning Advisory Committee since 2021, including as vice chair.  

Paige Reeve (new appointment) is CEO of the Sijbrandij Foundation. She helped establish the Big Art Loop public-private partnership and serves on the GreenLight Fund Selection Advisory Board. As a consultant for Habitat for Humanity Greater San Francisco, she helps design low-interest mortgage programs that expand access to affordable homeownership. Reeve holds a master’s degree in management and a certificate in public management and social innovation from the Stanford Graduate School of Business.

Gina Mariko Rosales (new appointment) is the founder and CEO of Make It Mariko and executive director of Brave New Spaces. A Filipino business owner, she co-created cultural initiatives in SoMa, including the Undiscovered SF night market and Balay Kreative. Rosales previously served as head of marketing events at Google X, bringing experience in event production and cultural programming to her community work.

Arts Commission  

Randi Fisher (new appointment) is a founding trustee of the Pisces Foundation. She co-founded the Park Youth Collaborative and ChangeScale and formerly co-chaired the Presidio Tunnel Tops campaign. Her experience includes roles with the San Francisco Arts Commission and the National Endowment for the Arts, as well as trustee service with the Golden Gate National Parks Conservancy and the California Academy of Sciences. Fisher holds a master’s degree in visual arts administration from New York University and a bachelor’s degree from the University of Colorado Boulder.

Debra Walker (reappointment) is a painter, printmaker, and longtime member of the Developing Environments artist cooperative, where she previously served as CEO. Her public service includes roles on the Arts Commission and Police Commission as well as nearly two decades on the Building Inspection Commission. She has also led the San Francisco Arts and Live-Work Task Force. She has served as a lecturer and adjunct professor at the California Institute for Integral Studies and the New College of California. Walker studied at the University of California, Berkeley, and the University of California, Los Angeles.

Mayor's Disability Council  

M Eilo (new appointment) is an independent product and accessibility architecture consultant and executive creative director of BlinkPopShift, a disability-focused arts nonprofit. Previous roles include lead product designer at Microsoft’s OCTO Incubation Studio, founding product designer at De-bi, and user researcher at Y Combinator Research. Eilo has received a Ford Foundation Disability Futures Fellowship, an Ars Electronica STARTS Prize, and a San Francisco Arts Commission award. Eilo holds a Master of Fine Arts from California College of the Arts.

Transbay Citizens Advisory Committee

Patrick Kelly (new appointment) is a San Francisco-based event coordinator and former user interface designer with a background in interactive design and digital media. Since 2023, Kelly has served as a community organizer for local pickleball events in San Francisco, managing court logistics, scheduling, and outreach to drive active resident participation, particularly in the East Cut. He previously spent more than seven years as a user interface designer at Electronic Arts, following roles in media and web development for companies such as Gap Inc. and Eveo.
