Overview
This is the regular monthly meeting of the Sheriff’s Department Oversight Board. Board members will meet in person, and the public is invited to attend and observe. Public comments can be submitted either in person or remotely. Reasonable accommodations are available for individuals with disabilities.
Agenda
Approval of Minutes (Discussion and Action)
The Board will review, discuss, and potentially vote to approve the minutes of the regular Board meeting held on August 7, 2026.
San Francisco Jail Survey 2026 Project Presentation (Discussion)
Marshall Khine, Chief of Staff at the Department of Police Accountability will present a brief overview of the 2026 San Francisco Jail Survey Project.
Sheriff's Office Presentation: Crowding Committee (Discussion)
The Sheriff’s Office will give a brief overview regarding the Crowding Committee, including the specific population criteria required to convene the committee.
Board Member Report (Discussion)
Vice President Ortiz and Member Lozano will report on their recent tour of the RESET center. Additionally, Vice President Ortiz will provide a summary of her recent site visit to County Jail 1 (CJ1).
Election of Officers (Discussion and Action)
Board Members will propose and vote for officers to hold the positions of President and Vice-President of the SDOB for the upcoming year in accordance with SDOB Rules of Order 1.3.
Civil Grand Jury Report: San Francisco Jails in Crisis (Discussion and Possible Action)
The Board will discuss the Civil Grand Jury report “When Making Do Doesn’t Work: San Francisco Jails in Crisis” and may vote or take formal action regarding its findings and recommendations.
SDOB 2025 Q4 and 2025 Annual Report (Discussion and Possible Action)
The Board will discuss and potentially vote to approve the 2025 Q4 and 2025 Annual Report for submission to the Sheriff and the San Francisco Board of Supervisors pursuant to SF Charter Section 4.137(b)(5).
Board Rules and Compliance Review (Discussion and Possible Action)
The Board will confirm that all members have reviewed the Good Government Guide. *
The Board will also review and discuss drafting updates to the Board’s Rules of Order—including potentially adding the City HR Code of Conduct—for a formal vote at a future meeting

Meeting Management and Member Conduct Expectations (Discussion)
The Board will review and discuss Robert’s Rules of Order and the Board's Rules of Order to establish clear, objective protocols for civil discussion, meeting management, and member attendance.
Future Agenda Items (Discussion and Possible Action)
The Board will discuss and potentially take action to propose, schedule, or prioritize agenda topics for upcoming meetings.
General Public Comment
The Board welcomes public comment on matters within its subject-matter jurisdiction that do not appear on today’s agenda. Speakers are requested to address the Board as a collective body rather than directing remarks to individual Board Members, Department staff, or San Francisco Sheriff’s Office personnel.
