Sheriff's Department Oversight Board Rescheduled Regular Meeting

Consideration and possible approval of the May 1, 2026, Board Meeting Minutes.

Review Board member responses regarding absences from meetings, ensure the reasons are recorded for the minutes, and discuss expectations for attendance, participation, and good-faith conduct of public business.

Review of the President Palmer’s agenda for the Board, budget issues, hiring challenges, civil grand jury response, and board capacity to fulfill its charter duties

Discussion and possible action on adopting a manual for the transition of the President position and other officer duties. Board members shall discuss suggested formats, sections, procedures, and any best practices.

This should also include a requirement that any Board-related business conducted by members be documented with names, agencies/organizations, issues discussed, relevant details, and supporting documents where appropriate.

Discussion on the importance of SDOB members visiting correctional institutions to observe and better understand the conditions and experiences of incarcerated people coming before the Board, particularly for educational and oversight purposes.

Discussion and possible action to establish a hiring committee and define the committee’s purpose, scope, responsibilities, and expected outcomes.

Discussion and possible action to establish a committee to invite schools to attend an SDOB meeting and participate in a public-comment learning agenda item.

Discussion and possible action to create a media point person and/or media committee responsible for media communications, public-facing content, and SDOB page/platform coordination.

Discussion and possible action on the 2025 Q4 and 2025 Annual Report due to the Sheriff and the San Francisco Board of Supervisors pursuant to SF Charter 4.137(b)(5).

Discussion and possible action to purchase SDOB varsity jackets or other identifying attire for public events. The purpose is to distinguish the Board from the Sheriff’s Office, establish a professional public presence, and honor past and present Board members.

Members will engage in a discussion regarding possible agenda topics for upcoming meetings.

Members of the public are invited to speak to the Board regarding matters that were not included in this afternoon's agenda, provided that these topics fall within the Board's subject matter jurisdiction. Speakers are requested to direct their comments to the Board collectively, rather than to individual Board Members, Department staff, or SFSO personnel.
