Overview

On Thursday, November 13th, HUD released the 2025 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO). It includes some of the most significant program changes we’ve seen in years, with implications for both new and renewal project applicants.

We will be hosting a Funding Committee on 11/24 to discuss scoring tools and the Bidders Conference on 12/5 (subcon date) to talk about project applications.

Key among the changes in this year’s NOFO is a new cap limiting permanent housing (including permanent supportive housing, rapid rehousing, and joint transitional housing/rapid rehousing) to no more than 30% of a CoC’s Annual Renewal Demand.

This NOFO includes the following changes from prior years:

  • Tier 1 is 30% of Annual Renewal Demand (ARD), meaning a majority of projects will fall in Tier 2 and be competitive.
  • In addition to PSH or RRH, CoC Bonus and reallocation funding may be used for new transitional housing (TH) projects and supportive services only (SSO) projects, including for street outreach.
  • Projects are allowed to transition from PSH/RRH to TH/SSO through transition grants.
  • Strong incentives and threshold requirements relating to required service participation, “racial preferences or other forms of illegal discrimination”, and harm reduction.

This shift will likely directly impact which projects can be funded in this year’s competition.

Funding Committee: 11/24 from 1-2PM - Emergency Funding Committee reviewing necessary changes to the scoring tool and deciding how support services only, including outreach, and transitional housing and other housing projects should be scored.

Hybrid Bidders Conference: 12/5 from 10-12PM - Bidders Conference is where we will be presenting a comprehensive overview of all the changes, the new project types, and what the application process will look like for new and renewal projects.
