Overview
Members of the Homelessness Oversight Commission will attend this meeting in-person. Members of the public are invited to observe the meeting in-person or remotely online as described below. Members of the public attending the meeting in person will have an opportunity to provide public comment on every action or discussion item. In addition to in-person public comment, the Commission will hear up to 10 minutes of remote public comment on each action/discussion items, and during general public comment. The Commission will hear remote public comment on items in the order that commenters add themselves to the queue to comment on the item. Because of the 10-minute time limit, it is possible that not every person in the queue will have an opportunity to provide remote public comment. Remote public comment from people who have received an accommodation due to disability (as described below) will not count toward the 10-minute limit. Members of the public are encouraged to provide public comment via email. Send an email to bridget.badasow@sfgov.org by 5pm the day before the meeting to ensure your comment is received by the Commission in advance of the meeting.

ITEM 12A through 12I ARE ACTION ITEMS THAT REQUIRES A SEPERATE VOTE BY THE COMMISSION
A) Requesting review and approval to enter into a new contract agreement with Hatchuel Tabernik & Associates, Inc. for Housing Expungement and Recovery through Treatment and Support Services (HEARTSS) Evaluation, for the period of September 1, 2026 – June 30, 2028 in the amount of $240,000, which includes a 20% contingency.. B) Requesting review and approval to enter into a new contract agreement with for RDA Consulting, SPC Just Home Project Evaluation, for the period of September 1, 2026 – October 31, 2027 in the amount of $120,000, which includes a 20% contingency. C) Requesting review and approval to enter into a new contract agreement with Code Tenderloin, Inc. for People with Lived Experience Engagement, for the period of September 1, 2026 – August 31, 2028, in the amount of $780,000, which includes a 20% contingency. D) Requesting review and approval to enter into a new grant agreement with Larkin Street Youth Services for the G-House TAY Transitional Living Program, for the period of September 1, 2026 to June 30, 2031 in the amount of $9,500,400 which includes a 20% contingency. E) Requesting review and approval to enter into a new grant agreement with Larkin Street Youth Services for the 1020 Haight TAY Transitional Living Program, for the period of September 1, 2026 to June 30, 2031 in the amount of $4,071,600 which includes a 20% contingency. F) Requesting review and approval to enter into a new contract agreement with Homeless Prenatal Program, Inc. for Family Rapid Re-housing, for the period of September 1, 2026 to June 30, 2030, in the amount of $4,817,736 which includes a 20% contingency. G) Requesting review and approval to enter into a new grant agreement with Larkin Street Youth Services for Transitional Age Youth Rapid Re-housing, for the period of September 1, 2026 to June 30, 2030, in the amount of $3,868,268 which includes a 20% contingency. I) Requesting review and approval to enter into a new grant agreement with the Housing Authority of the City and County of San Francisco for Emergency Housing Voucher Administration, for the period of October 1, 2026 - June 30, 2029 in the amount of $28,750,000, which includes a 15% contingency. The San Francisco Homelessness Oversight Commission acknowledges that we are on the unceded ancestral homeland of the Ramaytush Ohlone who are the original inhabitants of the San Francisco Peninsula. As the indigenous stewards of this land and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost, nor forgotten their responsibilities as the as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the Ancestors, Elders, and Relatives of the Ramaytush Ohlone community and by affirming their sovereign rights as First Peoples.
