Potrero HOPE sf developer fee of $250,000 for block A and additional services grant financing of $631,188

This funding request consists of two components: a Potrero HOPE SF Developer Fee of $250,000 to BRIDGE Housing Corporation (BRIDGE) for their procurement of a developer for Block A and a services funding grant of $631,188 with on-site services providers administered by the Mayor’s Office of Housing and Community Development (MOHCD) for Potrero services funding over three years from July 1, 2026, through June 30, 2029. Regarding the first component of this request, BRIDGE released an RFP for a developer for Block A on April 3, 2026, the RFP closed May 18, 2026, and BRIDGE received one application, which is currently under review. BRIDGE intends to finalize their selection process and receive approvals from HUD and SFHA for the transfer of the land by August 2026.

The second component of this request is to ensure continuity of services at Potrero while additional planning for future development phases occurs through a three-year extension from July 1, 2026, through June 30, 2029, with additional funding of up to $631,188 on two separate grants. Currently, MOHCD manages two services contracts at Potrero. The first is with the Community Awareness Resource Entity (CARE) for ongoing community support and community building for legacy Potrero households, households formerly or currently living in SFHA housing as well as those that have relocated to the new affordable units in 1101 Connecticut and EVE Community Village. The grant with CARE will include up to $387,444 in additional funding. The second is with Urban Services Y for their responsibilities under their license agreement with SFHA for garden maintenance and operations. The grant with Urban Services Y will include up to $243,744 in additional funding.

The $250,000 developer fee will be issued through an Eighth Amendment to the Potrero HOPE SF Master Planning loan. See Section 2.1. The $631,188 services funds will be issued through grant extensions to existing grants with Urban Services Y and CARE.
