Request to approve pass mortgage financing and a recast for the rehab of Golden Gate apartments
Chinatown Community Development Center requests approval of up to $22,046,000 in PASS mortgage financing and the recast of up to $532,308 in existing MOHCD loan funds for the rehabilitation of Golden Gate Apartments (1820 Post Street), a 72-unit affordable family housing development, comprised of three buildings, in the Western Addition neighborhood. The project was awarded low-income housing tax credits and bonds in December 2025 and will close on construction financing in July 2026. The resyndication will allow the project to undergo a substantial rehabilitation, improving living conditions at the site and ensuring the buildings’ habitability and residents’ safety.

Request for preliminary gap loan for 650 Divisadero street
The sponsor, Jonathan Rose Companies and Young Community Developers, requests preliminary approval for a $10.35 million gap loan in support of its round 10 AHSC application for the development of 650 Divisadero street. The proposed building will be a 10‑story, 107‑unit affordable family housing project. The development will include 27 units for families experiencing homelessness assisted with RAD, five PLUS units, and 75 additional units for households earning up to 60% MOHCD AMI. Construction is expected to begin in Fall 2027 if state funding and tax credits are secured.

Request for preliminary gap loan for 249 Pennsylvania avenue
249 Pennsylvania Associates L.P., requests a preliminary gap loan commitment for California strategic growth council’s affordable housing and sustainable program (“AHSC”) in the amount of $23,465,229 for 249 Pennsylvania, a proposed new construction affordable housing development for families featuring 124 units, of which 32 units are for families exiting homelessness, and 5 units are set aside for HIV positive households through the PLUS housing program. The project will be subsidized through HUD’s restore-rebuild program (formerly Faircloth to RAD).

Request for LOSP contract funding for 2550 Irving street
2550 Irving Associates, L.P., a California limited partnership, an affiliate of the Sponsor, Tenderloin Neighborhood Development Center (“TNDC”), requests up to $8,604,537 in General Funds from the local operating subsidy program (“LOSP”), to subsidize the operation of 22 permanent supportive housing units for families experiencing homelessness or at risk of homelessness, out of a total of 90 units that serve extremely low- and low-income households, for a period of 15 years. Located at 2550 Irving street, in the outer sunset neighborhood, the project is a seven-story type I concrete building with ground-floor community-serving spaces, and a proposed sunset chinese cultural district office.
