May 9, 2025 Meeting Minutes

The Sheriff’s Department Oversight Board of the City and County of San Francisco met in regular session on Friday, May 9, 2025, with President Julie D. Soo presiding.
President Soo called the meeting to order at 2:09 p.m.
ROLL CALL AND PLEDGE OF ALLEGIANCE
Board Secretary Dan Leung, congratulated President Soo and Member Ortiz on their reappointments.
On the call of the roll. Board Members Carrión, Ortiz, Palmer, and Soo, were noted present.
A quorum of the Board was present.
[Two open seats are yet to be filled – Seat #4 (“labor seat” / Board of Supervisors appointment) and Seat #7 (Mayor’s appointment).]
Member Carrión, seconded by Member Palmer, moved to excuse Member Afuhaamango. Having no objections, the motion passed unanimously.
Board Secretary Leung presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula.
President Soo led the Board Members and the audience in the pledge of allegiance to the flag of the United States of America.
ANNOUNCEMENTS
Board Secretary Leung further thanked SFGovTV for recording and televising the meeting on Cable Channel 26, and welcomed members of the public to attend board meetings and provide public comment in-person, by email at sdob@sfgov.org, or by US Postal mail addressed to the Office of Sheriff’s Inspector General, 1 South Van Ness Ave, 8th Floor, San Francisco, CA 94103; and noted that in person comment was limited to 2 minutes with General Public Comment taken at the end of the meeting.
President Soo outlined the protocols for prison visits by Board Members.
APPROVAL OF MEETING MINUTES
There were no discussions or requests for corrections from any Board Members on the March 7, 2025, Regular Board Meeting Minutes.

Member Carrión, seconded by Member Ortiz, moved to approve the March 7, 2025, Regular Board Meeting Minutes, as presented. The motion carried the following vote:
Ayes: Carrión, Ortiz, Soo
Nays: Palmer
NOT APPROVED.
President Soo, seconded by Member Carrión, moved to continue the approval of the March 7, 2025, Regular Board Meeting Minutes to a future meeting. The motion carried the following vote:
Ayes: Carrión, Ortiz, Palmer, Soo
Nays: None
APPROVED.
PRESENTATION FROM SHAKIRAH SIMLEY
Shakirah Simley, director at the Booker T. Washington Community Service Center, gave a presentation on Food in the Carceral System.

REPORT FROM THE DEPARTMENT OF POLICE ACCOUNTABILITY
Marshall Khine, Chief Attorney from the Department of Police Accountability (DPA), presented on DPA’s SFSO investigative findings and recommendations, and gave a report on investigative statistics for the first quarter of 2025.

SHERIFF’S DEPARTMENT OVERSIGHT BOARD 2025 Q1 REPORT
President Soo led the discussion on the SDOB 2025 Q1 Report. There was no discussion or requests for corrections.

Member Carrión, seconded by Member Palmer, moved to approve the Sheriff’s Department Oversight Board 2025 Q1 Report as presented. The motion carried the following vote:
Ayes: Carrión, Ortiz, Palmer, Soo
Nays: None
APPROVED.
SDOB MEETING CALENDAR FOR 2025
President Soo led the discussion on the remainder SDOB regular meeting dates for 2025. There was no further discussion from Board Members.
PUBLIC COMMENT:
There was no public comment.
Member Carrión, seconded by Ortiz, moved to approve the motion on reschedule the July and November 2025 and January 2026 meeting dates. The motion carried the following vote:
Ayes: Carrión, Ortiz, Palmer, Soo
Nays: None
APPROVED.
FUTURE AGENDA ITEMS
President Soo initiated discussion on future agenda items.
Future agenda items may include presentations from Dr. Lisa Pratt on jail health and from Dr. Hillary Kunins on Mental Health SF; from Sister’s Circle on counseling for mental health, substance recovery, and maternal health; budget projections for IT from Director of SFSO IT and SFSO CFO; discussion on SFSO settlements; update from Human Resources on the recruitment for OSIG; and, information from the Mayor’s Office and BOS on budget.

Having completed the agenda and there being no further business, the Board adjourned at the hour of 3:58 p.m.
