Mawuli Tugbenyoh is the Executive Director of the San Francisco Human Rights Commission, a role to which he was appointed by Mayor Daniel Lurie in September 2025 after serving as acting director of the department.

A dedicated, longtime public servant who has worked with and for San Francisco's diverse communities for nearly two decades, Tugbenyoh served previously as a Deputy Director at the City and County of San Francisco’s Department of Human Resources, as Liaison to the Board of Supervisors for both former Mayor London Breed and the late Mayor Ed Lee, and as legislative aide to former Supervisor Malia Cohen, among other staff roles.

Tugbenyoh has crafted legislation to address homelessness and quality of life issues in the City and has worked to improve housing opportunities for San Francisco’s residents. He served previously as the administrator of an Oakland housing nonprofit organization that worked with adults who struggle with mental illness and substance abuse issues. Born and raised in the Bay Area, Tugbenyoh holds a degree in Political Science and Biology from San Francisco State University.
