Lila Carrillo
Director, Sexual Harassment & Assault Response and Prevention (SHARP)
Lila Carrillo serves as the Director of the Sexual Harassment & Assault Response and Prevention under the Mayor’s Office for Victims’ Rights, where she brings extensive experience as an advocate, organizer, and policy strategist. Her work centers on building community power and advancing political strategies that prioritize equity and justice, particularly within communities of color and survivors of gender-based violence.
Lila began her advocacy journey in college as a peer advocate for survivors of sexual violence, gender and/ or racial discrimination. After graduation, she became a Victim Advocate and self-defense instructor at a rape crisis center, where she served as one of two Spanish-speaking advocates for Contra Costa and Marin Counties.
Her political career in San Francisco began through grassroots organizing and civic engagement, eventually leading her to co-found the San Francisco Latin@ Young Democrats, serve as Co-President and elected Board member of various local democratic clubs, and as Assembly District Delegate with the California Democratic Party.
Her commitment to systemic change through policy and investments led her to become Chief Policy Officer at one of the city’s largest nonprofits serving low-income children, youth, families, and elders (where she coined the term “Cradle to Rocking Chair Services”) and led statewide efforts that resulted in unprecedented investments in Early Childcare & Education (ECE).
Most recently, Lila served as a Legislative Aide at the San Francisco Board of Supervisors. In this role, she acted as a direct liaison to community groups on issues including public safety, social and gender justice, arts and culture, education, environmental justice, immigrant rights, and city budgeting. She helped shape policy on economic justice, health disparities, education, and anti-displacement efforts, coordinated the Participatory Budgeting process for District 7, and led the city’s budget process for two District offices.
Her work continues to be driven by a deep commitment to justice and by her desire to dismantle barriers disproportionately affecting women of color.
Lila is a proud bicultural Mexicana from the state of Nayarit, where she lived until the age of 15. She credits her “big-sis” energy and eldest-daughter role for shaping her tenacity, resilience, and servant-leader style. She is a graduate of St. Mary’s College, where she remains connected through the Women's & Gender Studies Department and NEW Leadership® Summer Institute.
