Joy Zhan

Joy immigrated to San Francisco in 2005, was raised in Visitacion Valley, and graduated from SFUSD. She started community organizing in Chinatown and Outer Mission at 16, interned in District 10 Supervisor Shamann Walton’s office, and founded the Tech Squad program at the Felton Institute. Joy is a UC Riverside graduate with a double major in Business Economics and Chinese Literature and Language.

Joy started as the Youth Development Specialist at the Youth Commission in June 2022 and became Acting Director in January 2026. She supports the work of both Youth Commission staff and all Youth Commissioners. She leads the Commission’s budget and policy priorities process and advocacy, oversees the Commission’s administration and finances, and staffs the Commission’s Executive Committee and Transformative Justice Committee.
