HRC RFP 101 – Empowerment Grant

The San Francisco Human Rights Commission (HRC) is seeking proposals from qualified nonprofit organizations to serve as intermediary partners delivering equitable grantmaking and capacity-building support to small and emerging community-based organizations in San Francisco.

Through the Economic Capacity Building (ECB) initiative, RFP 101 will fund organizations that can:

  • Administer and manage sub-grant programs
  • Provide culturally responsive technical assistance
  • Strengthen fiscal health and operational capacity
  • Support long-term sustainability of community-rooted nonprofits

The goal of this RFP is to expand economic opportunity and build institutional strength within historically marginalized communities.

Required Submissions

Applicants must submit:

  • Attachment I: Applicant Coversheet and References (completed via online Fillout Form – no separate upload required)
  • Attachment II: Proposal Template (.DOC or .DOCX)
  • Last three (3) fiscal years’ Form 990 or equivalent

  • RFP Issued: March 3, 2026
  • Informational Session: March 9, 2026
  • E-Question Period: March 3–March 11, 2026
  • Proposal Deadline: March 23, 2026 (12:00pm Pacific)
  • Review & Scoring: March 24–April 10, 2026
  • Notice of Intent to Award: April 30, 2026
  • Negotiation Period: May 1–31, 2026
  • Grant Start Date: July 1, 2026
