About the Flower Mart
In 2019, the City approved a comprehensive entitlement package for redevelopment of the Flower Mart site, including a Development Agreement, Planning Code and Zoning Map amendments, and other project approvals.
The approved project included approximately 2 million square feet of office development, retail and other commercial uses, new pedestrian connections, and a replacement facility for the San Francisco Flower Market.
As part of the original project’s public benefit, the sponsor constructed the new San Francisco Wholesale Flower Market at 901 16th Street opened in 2025.
Proposal
The project sponsor, KR Flower Mart, is now proposing to amend the existing Development Agreement and related project approvals to provide greater flexibility for future development of the site.
The proposal would establish a framework that could accommodate a range of residential, commercial, retail, cultural, institutional, and educational uses, including up to 3,532 dwelling units, depending on the ultimate mix of uses.
The proposed project also includes Planning Code and Zoning Map amendments, creation of a new Flower Mart Special Use District, increased height limits, and adoption of new Flower Mart Design Standards and Guidelines.
The proposed framework would guide future building form and site design and provide for a network of publicly accessible open spaces and internal streets and sidewalks.
The Development Agreement Amendment is intended to provide flexibility for the site to respond to changing economic and market conditions while establishing a consistent framework for future development and integration with the surrounding Central SoMa neighborhood.
