What to do
1. Fill out an application
If Article 31 applies, fill out this additional application
2. Email your application materials
Email the application to DPH-SiteMitGeneral@sfdph.org.
Include the required submittals for your code requirements.
If your documents are too large to email, include a file sharing link. You can also ask us to send you one.
3. Pay the application fee
Payment options:
- Mail a physical check or
- Pay in-person with check or card
For check payments: make the check out to "SFDPH" and reference the project name and address on the check.
We do not receive payments online or over the phone.

We are closed on public holidays. Plan Review and Print Center queues will close at 4:30pm, but payments will be accepted until 5pm.
4. Understand the next steps
Once we process your payment and application, we will assign a Site Mitigation Environmental Health Database (SMED) case number and caseworker. Your caseworker will reach out to:
- Guide you through compliance and permitting
- Perform technical review of submitted documents
- Issue comments or approval letters
- Make sure your project is compliant with code requirements

Submitting an application to the Site Mitigation Program allows us to regulate development projects and environmental cleanup sites, so that San Francisco can be safe from the impacts of contamination and construction.
