A more resilient San Francisco for all
San Francisco's response to climate change spans dozens of departments and initiatives — from protecting the shoreline and greening the electric grid to reducing emissions from buildings and transportation. That's where ClimateSF comes in — coordinating across departments and agencies to align efforts, track progress, and keep us moving toward our climate goals. Join us for a community open house for the Downtown Coastal Resilience Project hosted by the Port of San Francisco. The Project will build new coastal defenses, expand waterfront open spaces, implement nature-based shoreline features, and improve seismic safety between Broadway and Harrison Streets.

Spotlight on: Adapting to Sea Level Rise
San Francisco is launching a multi-year effort to develop a comprehensive plan for how the City will adapt its entire coastline to sea level rise, coastal flooding, and storm impacts. Where we are focused right now
Ocean Beach Climate Change Adaptation Project
The project will create new public open space, protect key public assets, and ensure coastal access in the face of climate change.
SOMA Under Freeway Park Concept Study
The City is exploring how an underutilized right-of-way between 4th and 6th streets and Harrison and Bryant streets could become a new park while addressing longstanding challenges including flooding, unsafe streets, urban heat, and air pollution.
Waterfront Resilience Program
The Program is a long-term strategy to protect 7.5 miles of bayside shoreline — from Heron's Head Park to Aquatic Park — from sea level rise, coastal flooding, and seismic risk. The program focuses on upgrading aging seawalls, protecting neighborhoods and critical infrastructure, and improving public access.
Embarcadero Connectivity Plan
San Francisco's Waterfront Resilience Program is planning major changes to protect the shoreline from sea level rise and seismic risk — and the Embarcadero Connectivity Plan ensures that how people get around the waterfront is central to that work from the start.

Sea Level Rise Capital Planning Guidance and Tool
These materials support the development of City assets that are better prepared for rising sea levels. Departments responsible for proposed capital projects that are located within the Sea Level Rise (SLR) Vulnerability Zone* and costing more than $10 million are responsible for completing the process.
Heat and Air Quality Resilience Plan
The Plan seeks to reduce the health impacts of extreme heat and poor air quality associated with climate change, with a focus on improving resilience in disproportionately impacted frontline and BIPOC (Black, Indigenous, and People of Color) communities.
Sea Level Rise Capital Planning Toolkit
Tools to assess how vulnerable infrastructure and facilities are to sea level rise, and strategies for adapting them.
San Francisco Bay Area Precipitation in a Warmer World
An investigation of how climate change will affect future storms in San Francisco. Both large and small storms are projected to become more intense, delivering substantially more water. The resulting two-volume report provides groundbreaking precipitation data to inform citywide planning and policy as SF adapts to an increasingly stormy climate.
Yosemite Slough Neighborhood Adaptation Strategy
The Strategy advances environmental justice in Bayview Hunters Point through recommended measures to protect the Bayview neighborhood surrounding Yosemite Slough from the impacts of sea level rise and coastal flooding.

Climate Action Plan (2026)
The San Francisco Climate Action Plan sets out what the City will do to cut the polluting emissions that cause climate change, for a safer, healthier, more equitable future.
Hazards and Climate Resilience Plan (2025)
The San Francisco Hazards and Climate Resilience Plan is the City’s comprehensive strategy for preparing for natural hazards and climate change impacts such as earthquakes, flooding, extreme heat, wildfire smoke, and sea level rise.
San Francisco General Plan
In the City's General Plan, the Safety and Resilience Element (2022) includes policies that minimize the City's contribution to climate change and support local resilience to climate hazards. The Environmental Justice Framework (2023) includes policies to redress environmental injustices and move towards an equitable future.
