DCYF Technical Assistance and Capacity Building Request for Proposals
The Department of Children, Youth and Their Families (DCYF) invites qualified organizations to apply for the Technical Assistance and Capacity Building Request for Proposals (RFP).

The Technical Assistance and Capacity Building RFP seeks experienced proposers to provide:
- Technical assistance and capacity-building services
- Professional development for DCYF grantees and staff
- Event production services
DCYF intends to award up to 25 contracts across multiple Content Areas to Proposers who meet the Minimum Qualifications and achieve the highest-ranking scores.
Contracts will run from July 1, 2026 – June 30, 2029.

- Submit questions: Email RFP@dcyf.org by Sunday, November 16, 2025, at 5 p.m.
DCYF staff will respond only to questions submitted by email during the official question period. - Submit proposals: Use DCYF’s online RFP system to submit your proposal and any proposed changes to the City’s contract terms by Friday, December 12, 2025, at 5 p.m.
Content areas and available funding
Technical Assistance and Capacity Building Supports for Grantees
Up to $500,000 per year (FY26/27 – FY28/29)
Supports efforts to improve the quality of DCYF-funded programs.
Youth Empowerment Initiative
Up to $130,000 per year (FY26/27 – FY28/29)
Promotes youth voice and civic engagement through youth-led workshops, summits, and events.
Youth Board Capacity Building
Up to $150,000 per year (FY26/27 – FY28/29)
Increases grantees’ capacity to integrate young people into their governance structures, as required by SF BOS Resolution No.490-21.
Community Schools
Up to $700,000 per year (FY26/27 – FY28/29)
Supports collaboration among educators, families, students, and community partners to strengthen learning and social-emotional development at school sites.
Nonprofit Management and Consulting
Up to $75,000 per year (FY26/27 – FY28/29)
Strengthens the administrative and fiscal capacity of nonprofit service providers and City staff.
Program Quality Assessment
Up to $200,000 per year (FY26/27 – FY28/29)
Expands the use of the Program Quality Assessment (PQA) tool to improve program environments and youth outcomes.
Staff, Leadership, and Organizational Development
Up to $100,000 per year (FY26/27 – FY28/29)
Supports DCYF and grantees in fostering organizational cultures that are reflective, inclusive, and responsive to the communities they serve.
Support for Families with Disabilities
Up to $75,000 per year (FY26/27 – FY28/29)
Supports families and practitioners working with children and youth with disabilities.
Event Production
Up to $300,000 per year (FY26/27 – FY28/29)
Funds the production of DCYF’s grantee-focused and community events.
