About

The Citywide Contract Monitoring Policy establishes how City departments monitor nonprofit contracts to make sure services are delivered as agreed and public funds are used transparently. The policy applies to nonprofit service contracts valued at $200,000 or more per year and sets consistent expectations across departments.

Under the policy, departments include clear service and outcome measures in contracts, require regular reporting, conduct at least one program monitoring activity each year, and engage with each contractor quarterly. The Controller’s Office provides Citywide oversight, publishes guidance and training, and administers corrective action to support consistency and continuous improvement.
