Prop E Commission Streamlining Task Force Committee
Discussion and Possible Action
President Jones Lowrey will provide an update on the discussion of the proposed next steps regarding the October 15, 2025, Proposition E Commission Streamlining Hearing and the guidance provided by the City Attorney. The Commission will then do the following:
I. Review and discuss the draft press release prepared by Commissioner Andary regarding the Commission Streamlining Task Force’s decision to transition COSW from a Governance Commission to an Advisory Commission.
II. Discuss and possibly vote on the publishing of the press release and on a communications plan, which may include a press conference or related event.
III. Discuss and possibly vote on the proposal to draft a statement to be presented to the Board of Supervisors.
IV. Discuss and possibly vote on whether a communications designee from the Commission should be assigned.

A. CONCERNS REGARDING SF COUNTY JAIL AND WOMEN IN CUSTODY
Discussion
Vice President Rivera will share the recent news report of concerns regarding women in custody at SF County Jail and the possible action C/DOSW may take in line with Admin Code Sec. 33.4, which impose a duty of accountability, including, but not limited to, subsection (f) related to the treatment of women and girls in the City and County’s correctional facilities.
Director Aroche will discuss the efforts the Department, along with Commissioners, is taking to ensure accountability.
B. COMMISSIONER UPDATE
DISCUSSION
Commissioners may provide updates on topics related to COSW’s priorities.
C. DOSW PRIORITIES/STRATEGIC PLANNING TIMELINE
Discussion
Director Aroche will provide an update on the strategic planning process, including progress on the community listening sessions.
