Alexandra Shepard

After a months-long national recruitment, Alexandra (Alex) Shepard was selected by Controller Greg Wagner in October 2025 and subsequently approved by the Mayor and Board of Supervisors to serve as San Francisco’s first Inspector General.
Ms. Alexandra Shepard is an attorney by trade with over 25 years of investigative, legal, and leadership experience conducting complex investigations into criminal antitrust, fraud, and other violations. As an Assistant United States Attorney since 2020, she worked with federal, state, and local law enforcement agencies to investigate and prosecute a wide variety of cases, including public corruption, fraud, civil rights, money laundering, tax evasion, and narcotics trafficking. As Deputy Chief and Acting Chief of the Organized Crime Drug Enforcement Task Force section, she supervised the intake, investigation, and prosecution of complex narcotics trafficking and money laundering cases.
Before joining the U.S. Attorney’s Office, Ms. Shepard spent over fourteen years as a Trial Attorney in the U.S. Department of Justice’s Antitrust Division, where she investigated and prosecuted domestic and international price fixing and bid rigging conspiracies. During her time in the Antitrust Division, Ms. Shepard also served as a technical advisor to the Ukrainian government on competition and anticorruption issues in Kyiv, Ukraine, and frequently provided trainings on competition issues in public procurement to government agencies.
Prior to joining the Justice Department, Ms. Shepard was in private practice in the Washington, D.C. and San Francisco offices of Gibson, Dunn & Crutcher, where she represented clients in internal investigations and international and domestic price-fixing cartel cases in the United States and around the world.
Ms. Shepard is a graduate of Stanford Law School and Dartmouth College.
