Convert your paper In-House Review building permit application to a digital format

Follow these instructions to convert your paper In-House Review building permit application to a digital format and resubmit it to complete the review process using electronic plan review (EPR).

Applicants may convert a paper building permit application and supporting documents to a digital format at any time.

The Department of Building Inspection will also be systemically contacting applicants to convert existing paper building permit application submissions to a digital format for electronic plan review (EPR) during 2024.

There is no fee for converting your paper building permit application to a digital format.

Contact us to collect your paper submission

Contact DBI’s Permit Process Center at dbi.ppcrequest@sfgov.org to collect your paper submission.

Scan your documents or produce new digital files

You can either scan your previously submitted documents into digital form OR produce new digital files.

 

Scanned documents will be routed to the remaining review stations that have not yet approved the application, plans or documents. 

Be sure to include:

  • The application form with any completed approvals
  • The original plan set with any approval stamps, comments, mark-ups and signatures
  • All required In-House Review checklist documents

Scanned documents must be clear and legible. If we can't read a comment, response or verify an approval, we will require the document to be rescanned and resubmitted.

 

New digital files will be routed again to all the review stations regardless of previous approvals. 

Be sure to include:

  • The application form 
  • The original plan set 
  • All required In-House Review checklist documents

Email your documents to dbi.epr@sfgov.org with the subject line: “Request for Paper to EPR Conversion BPA XXXX-XXXX-XXX – Project Address”.
