Announcement: Notice of Funding Availability and Requests for Proposals Issued January 27, 2023

The San Francisco Mayor’s Office of Housing and Community Development today issued a number of housing-related funding opportunities for qualified nonprofits and community-based organizations.

MOHCD has a responsibility to maintain transparency in its processes. This open and competitive process is utilized throughout the City for the allocation of public funds. Live virtual pre-submission webinars will be offered for every funding opportunity where staff will provide an overview of the NOFA/RFP process, including eligibility criteria and application instructions.  

Notice of Funding Availability (NOFA) 

Site Acquisition or Predevelopment Financing for New Affordable Rental Housing 

This funding will help build the City’s pipeline of affordable housing, which is especially important at this time given the ambitious production goals of the General Plan’s Housing Element. For sites acquired under this NOFA, MOHCD will make predevelopment loans in 2023, with target construction start dates in 2026 and lease-up complete in 2028. 

Funding awarded through this NOFA may be used to support a variety of pre-construction housing development activities for the production of new affordable rental housing, including but not limited to the following. 

  • Property acquisition and holding costs 
  • Architectural and engineering expenses 
  • Environmental assessments 
  • Appraisals 
  • Legal costs 
  • Project management 

Total Funding Available: Amended to $66,500,000 (original amount: $40,000,000)

Application Deadline: Amended to June 7, 2023 (original due date: April 7, 2023)

Request for Proposals (RFP)

CDBG-HOPWA Capital Projects 

The purpose of this grant is to fund capital improvement projects by ensuring safe environments for staff and clients. The applying organization must serve low and moderate-income residents through established, ongoing and sustainable service programs; have programs sustained through diverse, dependable funding streams; and have programs open to the general public during normal hours of operation 

Total Funding Available: $2,000,000

Acquisition & Capital Improvements for Organizations Serving Asian Pacific Islander Residents 

This grant funding will support acquisition and/or capital improvement projects for organizations providing meaningful and impactful services to San Francisco’s Asian Pacific Islander communities. Applicants must serve low and moderate-income Asian Pacific Islander residents through meaningful and impactful programming and show project readiness so that acquisition or capital improvements can be completed in a timely manner. 

Total Funding Available: $20,000,000

Pacific Islander Cultural District Launch 

MOHCD is seeking grant proposals from community-based non-profits (or community-based organizations with a fiscal sponsor) to launch and operate the newly-legislated Pacific Islander Cultural District. This grant funding will support building organizational infrastructure, neighborhood assessment and planning, and community engagement.  

Total Funding Available: $268,350

SoMa Community Stabilization Fund 

The RFP solicits proposals for projects that continue ongoing efforts to minimize displacement in SoMa through strengthening established local institutions, affirming and expanding inclusion of local residents of all ages, and implementing recommendations from the established city priorities and the COVID-19 Economic Recovery Task Force. 

MOHCD will be funding organizations in each of the following funding priority areas:  

  1. Housing 
  2. Small Business Support  
  3. Youth and Family Support 
  4. Community Action Grants/SoMa Community Collaborative

SOMA Pilipinas Filipino Cultural Heritage District: Community Development and Impact 

This grant funding invests in key community prioritized strategies identified in the SOMA Pilipinas CHHESS report in the areas of Arts & Culture and Cultural Competency with the goal to build partnerships, model practices, and leverage City planning and implementation efforts in the SOMA Pilipinas Cultural District. MOHCD is seeking proposals for the following three funding opportunities: 

  1. Public Realm Improvement: This funding opportunity is intended to support the exploration, development, and implementation of culturally-relevant public improvements, such as a gateway or mural(s), within the SOMA Pilipinas Cultural District that highlight the Filipino community’s cultural heritage. 
  2. Language Access and Culturally Competent Services: This funding opportunity is intended to support culturally and linguistically competent services that promote the health and public safety of the Filipino residents. 
  3. Capacity Building: This funding opportunity invests in the ecosystem of community-based organizations in the District serving the Filipino community by providing back-office support and resource development assistance. 

Total Funding Available: Up to $200,000 per award

Organizational Capacity Building 

The purpose of this RFP is to provide organizational capacity building funding to enable nonprofit organizations and their leaders to improve their practices and infrastructure by creating new approaches, structures, or skills that can make them more effective and sustainable. MOHCD is seeking proposals for the following two funding opportunities: 

  1. General Capacity Building for MOHCD Grantees: This grant funding will support nonprofits in achieving new levels of effectiveness and strengthen their systems as well as support their access to resources that will facilitate the organization's progress in achieving their goals.  
  2. African American Community Stabilization Capacity Building for MOHCD Grantees: This grant funding will support proposals from San Francisco-based, Black-led nonprofit organizations for new capacity building efforts or the implementation of a current strategic plan.  

Total Funding Available: $1,330,000

Notice of Funding Availability (NOFA) vs. Request for Proposals (RFP) 

The City issues a NOFA to provide funding to qualified developers to acquire and develop sites specifically for the purposes of creating 100% affordable housing. The City issues an RFP as an official solicitation for grant applications from qualified nonprofits and community-based organizations focused on supporting residents by providing much needed services, strengthening civil society, and advancing individual and collective opportunity.
