TIDA's contracting opportunities are generally limited to professional services contracts. TIDA contractors and vendors must qualify to do business with the City and County of San Francisco.

TIDA does not issue contracts for the TI/YBI Development Project's physical construction and improvements. Development Project construction contracting opportunities.
Treasure Island Behavioral Health Building - Invitation To Bid
PROJECT DESCRIPTION: New Construction / 68,500 gsf / 120 Rooms or Units / 1 Building / 6 Stories / 5-Story Type IIIA over 1-Story Type IA Concrete. Level 01 amenities include a full-service kitchen, dining, staff lounge, fitness, multipurpose room, and outdoor space. Levels 02-06 will provide 120 residential sleeping units (dorm style), with group training rooms and therapist offices to support residential use. Note that there is no kitchen or bathroom at residential units. Centralized bathrooms on each floor and food service kitchen on ground floor.
REQUESTED TRADES: All Trades except the following that have already bid out: a. Design-Build Exterior Building Maintenance b. Elevators c. Design-Build Fire Sprinkler System d. Plumbing e. HVAC f. Electrical, FA, ERRCS g. Design-Build Solar System
PRE-BID CONFERENCE: Wednesday, May 27, 2026, Time and location to be provided.

TIDA, on behalf of all City Departments, is seeking qualified suppliers to provide proposals from qualified organizations for the provision, at a large scale, of native plants to support the restoration, landscaping and ecological maintenance of Treasure Island and Yerba Buena Island.

Contracting with TIDA
Contractors and vendors must qualify to do business with the City and County of San Francisco in order to be eligible for TIDA contract award.
TIDA's obligations in procuring goods and services are defined by City and County of San Francisco contracting requirements, including but not limited to:
- Local Business Enterprise (LBE) obligations (San Francisco Administrative Code Section 14.B)
- Equal Benefits ordinance (SF Administrative Code Section 12.B)
- Minimum Compensation Ordinance (SF Admin. Code Section 12P)
- Health Care Accountability Ordinance (SF Admin. Code Chapter 12Q)
- All applicable Citywide contractor labor laws.
TIDA encourages all eligible local businesses interested in future contracting opportunities to consider getting certified as a Local Business Enterprise (LBE) by the City and County of San Francisco.
