Contract with the Treasure Island Development Authority (TIDA)

Request for Proposals for financial consulting services - CCSF Sourcing Event: 0000011159

Background:

TIDA is creating a new San Francisco neighborhood, including homes offered at below-market rates, multiple public transportation connections, extensive parks and open space, public art, hotels, restaurants and more. To achieve this extensive undertaking, TIDA, in conjunction with the San Francisco Department of Public Works (“SFDPW”), is working with Treasure Island Community Development, LLC (“TICD”), the Master Developer for the project.

TIDA is seeking Proposals from qualified firms to provide financial consulting and reimbursement management for eligible requests from TICD against the various governing documents. For more information on the RFP, please review all bid documents thoroughly.

Important dates:

• Request for proposals issued: October 27, 2025
• Pre-proposal conference: November 5, 2025 at 3:00pm PST via Microsoft Teams (link on RFP)
• Deadline for written questions due (via email): November 7, 2025 at 2:00pm PST
• Deadline to submit proposals (via email): December 8, 2025 at 5:00pm PST

Contractors and vendors must qualify to do business with the City and County of San Francisco in order to be eligible for TIDA contract award. 

TIDA's obligations in procuring goods and services are defined by City and County of San Francisco contracting requirements, including but not limited to:

• Local Business Enterprise (LBE) obligations (San Francisco Administrative Code Section 14.B) 
• Equal Benefits ordinance (SF Administrative Code Section 12.B)
• Minimum Compensation Ordinance (SF Admin. Code Section 12P) 
• Health Care Accountability Ordinance (SF Admin. Code Chapter 12Q)
• All applicable Citywide contractor labor laws.
