Overview
Members of the Homelessness Oversight Commission will attend this meeting in-person. Members of the public are invited to observe the meeting in-person or remotely online as described below. Members of the public attending the meeting in person will have an opportunity to provide public comment on every action or discussion item. In addition to in-person public comment, the Commission will hear up to 10 minutes of remote public comment on each action/discussion items, and during general public comment. The Commission will hear remote public comment on items in the order that commenters add themselves to the queue to comment on the item. Because of the 10-minute time limit, it is possible that not every person in the queue will have an opportunity to provide remote public comment. Remote public comment from people who have received an accommodation due to disability (as described below) will not count toward the 10-minute limit. Members of the public are encouraged to provide public comment via email. 11A) Requesting authorization to amend the existing grant with Episcopal Community Services (ECS) for the provision of support services at the Henry Hotel for the period of July 1, 2019, to June 30, 2028, in an additional amount of $8,425,278. The new amount is $23,630,286, which includes a 20 percent contingency $1,263,792 on the FY 25-26 through FY 27-28 amounts.
11B) Requesting review and approval to enter into a new contract agreement with Urban Alchemy for 33 Gough Cabins for the period of April 1, 2025 to March 31, 2027 in the amount of $7,954,329, which includes a 15% contingency.
11C) Requesting authorization to amend the existing grant with Mission Action, Inc. for the provision of Emergency Shelter for the period of July 1, 2021 to June 30, 2027, in an additional amount of $8,001,699to fund two additional performance years. The new amount is $18,529,877, which includes a 15 percent contingency of $1,200,255 on the FY25-26 and FY26-27 amounts. In FY 24-25, HSH also approved $1,088,283 in one-time capital cost for shelter expansion renovations. Beginning FY25-26, HSH is budgeting $743,0595 ($990,745 annualized) in additional ongoing funding prorated to support the operations related to the shelter expansion, expected to be complete in October 2025.
11D) Requesting review and approval to enter into a new grant agreement with Conard House Inc. for the provision of Support Services, Property Management, and Master Lease Stewardship at the Allen, Aranda and McAllister Hotels for the period of July 1, 2025 to June 30, 2027, in the amount of $15,173,623, which includes a 20% contingency in the amount of $2,528,937.
11E) Requesting to amend the existing Abode Services agreement for the Adult Rapid Rehousing program, for the period of January 1, 2023, to June 30, 2027, in an additional amount of $9,611,628, plus a 15% contingency for a revised amount of $18,402,770.
11F) Requesting review and approval to amend the existing grant with Five Keys Schools and Programs for Artmar Hotel for the period of June 1, 2021 to June 30, 2027, in an additional amount of $4,650,304 for two additional performance years. The new Not-to-Exceed amount is $13,912,633, which includes a 15 percent contingency of $697,546 on the FY25-26 and FY26-27 amounts.

Ramaytush Ohlone Land Acknowledgement
The San Francisco Homelessness Oversight Commission acknowledges that we are on the unceded ancestral homeland of the Ramaytush Ohlone who are the original inhabitants of the San Francisco Peninsula. As the indigenous stewards of this land and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost, nor forgotten their responsibilities as the as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the Ancestors, Elders, and Relatives of the Ramaytush Ohlone community and by affirming their sovereign rights as First Peoples.
