I. CALL TO ORDER/ROLL CALL/AGENDA ADJUSTMENTS

A.  LAND ACKNOWLEDGEMENT

The Shelter Monitoring Committee acknowledges that we are on the unceded ancestral homeland of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula. As the Indigenous stewards of this land, and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost, nor forgotten their responsibilities as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the Ancestors, Elders, and Relatives of the Ramaytush Ohlone community and by affirming their sovereign rights as First Peoples.

II. OLD BUSINESS

A. SITE VISIT SCHEDULE Chair Illo 10 min

Members will discuss addressing inspection scheduling for members with the eight Navigation centers to the inspection schedule. Those who have not updated staff on their availability are encouraged to do so.

III. NEW BUSINESS/REPORTS

A.  SUBCOMMITTEE REPORT Discussion /Action 12 min

Subcommittee Chair, Members

There was a quorum at the Subcommittee meeting. Staff reported that visits to Navigation Centers have begun. Members shared days/times that work well for them. Staff will send out an inspection schedule, taking this and the preferences of other Members into account. Members also discussed staff’s draft online site visit checklist, the tracking tool staff are hoping to implement for complaint handling, and whether the Committee should reduce the frequency of meetings. There has been increased security at shelters in the wake of a violent incident in January. Assuming HSH contracts do not place this out of bounds, SMC inspection checklists should include a question about the training of security personnel.

Proposed Actions: Have staff ask HSH to provide: (1) data on DOSs for alleged threats or acts of violence; (2) information on current equity initiatives; and (3) what arrangements exist covering security at shelters.

D. STAFF REPORT Discussion SMC Staff 12 min

Staff reviewed inspections, complaints, and investigations, Member recruitment and hiring. SMC is set to make a presentation to the HOC at their April meeting.

Proposed Action: Do Members want the Chair to bring up the question of equity at the HOC meeting? If we can define our concerns more precisely, we could ask if they would be willing to set aside additional time specifically for discussion of this topic.
