Overview

Members of the Commission will attend this meeting in person. Members of the public are invited to observe the meeting in-person or remotely using Webex or by calling the phone number and entering the access code above. Everyone attending the meeting in person is encouraged to wear a mask throughout the meeting. Each member of the public attending in person may address the Commission for up to two minutes. Public speakers using consecutive interpretation assistance will be allowed to speak for twice the amount of the time.

Ramaytush Ohlone Land Acknowledgment

We, the San Francisco Immigrant Rights Commission, acknowledge that we are on the unceded ancestral homeland of the Ramaytush Ohlone who are the original inhabitants of the San Francisco Peninsula. As the indigenous stewards of this land and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost nor forgotten their responsibilities as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the ancestors, elders and relatives of the Ramaytush Community and by affirming their sovereign rights as First Peoples.

Language Access Ordinance Compliance Presentation (OCEIA)

a. Language Access Ordinance Quarterly Complaint Report (Ana De Carolis)

Information and discussion on the quarterly Language Access Ordinance complaint report. This item allows OCEIA Language Access and Policy Manager Ana De Carolis to provide the Commission with an overview of the complaints OCEIA has received and investigated from members of the public regarding the City’s language services.

b. 2025 Language Access Compliance Summary Report (Ana De Carolis)

This item allows OCEIA Language Access and Policy Manager Ana De Carolis to provide the Commission with an overview of the 2025 Language Access Compliance Summary Report, which evaluates City departments’ compliance with the Language Access Ordinance. The report was sent to the Immigrant Rights Commission on January 31, 2025.

Discussion/Action Items

a. Follow-Up Action from Special Hearing: Proposed Statement on Sanctuary Policies (Vice Chair Chaudhary)
(Discussion/Action)
This item allows Vice Chair Chaudhary to propose issuing a statement on sanctuary policies. The Executive Committee reviewed Vice Chair Chaudhary’s draft statement at its March 26, 2025 meeting, and voted to move this item forward to the Full Commission.

b. Proposed Resolution on Travel Bans (Commissioner Fara)
(Discussion/Action)
This item allows Commissioner Fara to propose issuing a resolution condemning any future travel ban targeting Muslim-majority countries. The Executive Committee reviewed Commissioner Fara’s draft resolution at its March 26, 2025 meeting and voted to move this item forward to the Full Commission after Commissioner Fara made edits to the draft.

c. Proposed Position on California Assembly Bill 421 (Vice Chair Chaudhary)
(Discussion/Action)
This item allows Vice Chair Chaudhary to propose that the Immigrant Rights Commission ask the City and County of San Francisco to take a position in support of Assembly Bill 421 Immigration enforcement: prohibitions on access, sharing information, and law enforcement collaboration (Solache) after consulting with the San Francisco City Attorney. The Executive Committee reviewed Vice Chair Chaudhary’s draft letter at its March 26, 2025 meeting, and voted to move the item forward to the Full Commission.

Vice Chair Reports

a. IRC Awards Committee
This item allows Awards Committee Co-Chairs Chaudhary and Obregon to provide an update on the IRC Awards Committee’s nominations process. The Immigrant Leadership Awards is scheduled for June 9, 2025 at San Francisco City Hall.

b. Follow-Up Actions from the IRC Strategic Planning Retreat
This item allows the Vice Chair and Director Rivas to provide an overview of the Executive Committee’s meeting following the IRC Strategic Planning Retreat. Commissioners will be assigned to plan upcoming meetings on the topics identified during the IRC retreat, and will be invited to the Executive Committee to discuss plans.

b. 2025 Immigrant Rights Commission Annual Report
This item allows Director Rivas to present the 2025 IRC annual report, written by Senior Immigrant Affairs Advisor Elena Shore and designed by Senior Communications Specialist Jamie Richardson.

c. Reappointment Hearings for Board-Appointed Commissioners
This item allows the Director to discuss Commissioners up for reappointment.
